The Historical Budgets Collection contains reports used to determine the Texas General Land Office's (GLO) biennial budget: Operating Budgets, 1986-2008; Legislative Budget Requests, 1976-2011; Performance and funds management reports, 1979-1999; Strategic Plans, 1992-2013

All State of Texas agencies have budgets that they work within. Every biennium, the Texas Legislature sets the budget for the Texas General Land Office (GLO) based on previous budgets, General Revenue collected by the State and budgetary documents provided by the GLO.

Historical Budgets is a collection of documents used to determine what the budget should be for the coming biennium. The GLO uses these documents both to create it's own budget and to persuade the Legislature to appropriate funding to fulfill the budget.

In 1981, the Texas Legislature passed HB 656 requiring State agencies to submit a semi-annual performance and funds management report. The first was submitted to the Legislature in 1983.

While these documents are essential in constructing the GLO's budget, they are complimented by the Commissioner's Report which details how the GLO's budget is used. The Commissioner's Reports are linked to in the Related Archival Material section.

Current budget documents can be found at the GLO's website: Budget and Expenditures.

The Historical Budgets Collection contains reports used to determine the Texas General Land Office's (GLO) biennial budget arranged in four series.

Operating Budgets contain detailed reports outlining the current budget and how the funds are being used and a projection for the next year in compliance with the biennial appropriations granted by the legislature through the GLO's Budget Request.

Budget Requests are made just prior to the beginning of a legislative session and project spending through the next biennium. For example the 2006-2007 biennium budget request was submitted at the end fiscal year 2004 for consideration by the 2005 legislative session.

Performance and funds management reports are yearly reports submitted by the GLO showing how appropriations are being spent and how goals are being met.

Strategic Plans are not mandated by law but serve to enumerate the long-term goals and objectives of the GLO.
