Overview

The Texas Comptroller of Public Accounts’ (CPA) Statewide Procurement Division (SPD) is the central authority for state agency procurement guidance, education, and statewide contract development services.

The GLO Procurement Division functions as the contact between SPD, the vendor, and other GLO staff. All purchases must be coordinated through the Procurement Division.

The State of Texas Procurement and Contract Management Guide, published by SPD, provides a framework for navigating the complexities of Texas procurement law and offers practical, step-by-step guidance to ensure agencies acquire goods and services in an effective and efficient manner, in compliance with the law. GLO procurement professionals utilize this document in conjunction with the GLO Procurement Policy to conduct all procurements.



Vendor Registration (CMBL)

Manufacturers, suppliers, and other vendors wishing to furnish materials, equipment, supplies, and services to the GLO should register for the State of Texas Centralized Master Bidders List (CMBL) to receive bidding opportunities. The CMBL, maintained by SPD, is an online directory of vendors registered to receive bidding opportunities from State of Texas purchasing entities.

As part of the registration process, vendors provide their contact information and identify the goods and services they offer by NIGP Class/Item codes. The annual registration fee for the CMBL is currently $70. A vendor is not required to be registered on the CMBL to conduct business with state agencies.

We strongly suggest that an active, accurate and current email address is maintained on your company's CMBL profile to ensure bid opportunities are received timely.

Current Procurement Opportunities (ESBD)

The GLO posts all solicitations exceeding $25,000 in contract value to the state’s Electronic State Business Daily (ESBD) website. The GLO sends email notifications to all vendors registered on the CMBL under the relevant NIGP Class/Item codes when a solicitation is posted; however, CMBL registration is not required for an entity to view and respond to solicitations posted to the ESBD.

To view current GLO solicitations, visit the ESBD Search Page, select “Posted” from the Status drop-down menu, and type 305 in the Agency/Texas SmartBuy Member Number field.

To view awarded GLO solicitations, visit the ESBD Search Page, select “Awarded” from the Status drop-down menu, and type 305 in the Agency/Texas SmartBuy Member Number field. Awards are posted to the ESBD after the contract(s) associated with the solicitation is/are fully executed. Executed contracts are posted to the GLO’s Texas Senate Bill 20 Expenditure Disclosure website.
