GLO Posts Draft State Housing Guidelines for 2018 & 2019 Flooding and Tropical Storm Disasters for Public Comment

AUSTIN — Today Land Commissioner George P. Bush announced the Texas General Land Office (GLO) posted the state of Texas Housing Guidelines for 2018 & 2019 Flooding and Tropical Storm Disasters for a federally mandated 15-day public comment period. Regional Housing Guidelines for the Homeowner Assistance Program and the Homeowner Reimbursement Program (HARP) will be released on Wednesday, April 14, 2021. Those Regional Housing Guidelines will cover specific HARP criteria for areas affected by flooding events in South Texas and the Rio Grande Valley in 2018 and 2019, as well as Tropical Storm Imelda in 2019.
The GLO allocated $177.4 million of Community Development Block Grant - Disaster Recovery (CDBG-DR) funds from the Department of Housing and Urban Development (HUD) for the Homeowner Assistance Program, Homeowner Reimbursement Program, and Affordable Rental Program (ARP) for reimbursement, rehabilitation, reconstruction, and new construction of owner-occupied single-family homes and rental units damaged by flooding events and Tropical Storm Imelda. The guidelines detail how the state will administer these programs at the local level.
For implementation of HARP across 11 eligible counties, the GLO will administer the program in two distinct regions. Each region was apportioned an allocation of the available funds and conducted an ongoing Regional Needs Assessment to determine need by income category and other local factors, to inform how outreach should be targeted to direct funds within impacted areas. Each of the Regional Housing Guidelines will be posted for public review and comment on the GLO's website for 15 days from posting.
