Texas GLO Announces 2024 Disasters Affordable Rental Program Application to Open March 10th

AUSTIN – Texas Land Commissioner Dawn Buckingham, M.D., announced the Texas General Land Office (GLO) will open applications for the 2024 Disasters Affordable Rental Program (24D-ARP) on March 10, 2026. The program provides $88,100,000 to support rehabilitation, reconstruction, and new construction of affordable multifamily housing in communities impacted by disaster in 2024. Through this initiative, the GLO will support housing recovery efforts to help communities rebuild safe, resilient rental housing for Texas renters in eligible counties.

"The Texas General Land Office is committed to helping Texas communities recover and rebuild stronger after disasters,” said Commissioner Dawn Buckingham. “Through the Affordable Rental Program, we are investing in projects that restore and expand safe, affordable housing options for families in communities impacted by the 2024 disaster events. These efforts Texans recover faster while strengthening housing infrastructure for the future.”

The 2024 Disasters Affordable Rental Program application submission opens March 10, 2026, and closes May 12, 2026, at 5:00 p.m. (Central Time). Only applications submitted by this deadline will be considered.

Informational Webinar

On March 10th, at 10:00 a.m. Central Time the GLO will hold a webinar to provide details about the program requirements, the call for project submissions process, and the scoring criteria.

Eligible Counties

The funding is provided by a Community Development Block Grant for Disaster Recovery (CDBG-DR) from U.S. Department of Housing and Urban Development (HUD). To be considered, the project must be located in one of the 27 counties designated by HUD as most impacted or distressed (MID).

Potential applicants who are eligible to apply are Community Housing Development Organizations (CHDO), 501(c)(3) or 501(c)(4) Not-For-Profit Organizations (NPO), Local Public Housing Authorities (PHA), local governments, private for-profit property owners and federally recognized Indian tribes.
