Summary
The 5th Military District was the military governing body for Texas during Reconstruction. The Special Orders of the Fifth Military District contains printed copies of approximately 84 extracts as they pertain to the Texas General Land Office and other State agencies for January - April, 1870.

The Special Orders volume originated from the Adjutant General's office of the 5th Military District. The District was created during Reconstruction and was comprised of both Texas and Louisiana but by 1870 Louisiana had been readmitted into the Union leaving only Texas within.
The Acts of Reconstruction gave the district commander the ability to remove any public servant from office and replace them with any person of their choosing.
The Special Orders within the volume detail those extractions and appointments among other administrative directives.
Copies of this volume were likely sent to all State agencies as it would have been necessary for each agency be aware of personnel changes throughout the State.
