Hurricane Harvey - GLO implementation of Homeowner Assistance Program (HAP) in the City of Houston 

The GLO will administer the Houston HAP program in accordance with the GLO’s Harvey Housing Guidelines, policies and procedures.  Where feasible, to expedite the assistance to those impacted and still awaiting assistance, the GLO has made concessions to utilize accurate and eligible program documentation collected and generated by the City of Houston Homeowner Assistance Program (HoAP) for applicants transferred to the GLO program.   The applicable program waivers and memos are listed.

The GLO Implementation Manual is intended to provide guidance and training for entities identified as Subrecipients (local entities that receive a CDBG-MIT or CDBG-DR grant through or overseen by the GLO). The GLO Implementation Manual outlines the policies and procedures to ensure effective implementation of a CDBG-DR and/or CDBG-MIT program within the requirements for timely expenditure of funds.

The GLO strives to maximize community control of all infrastructure funds. The GLO has traditionally partnered with the Texas Association of Regional Councils and the Regional Councils of Government to distribute infrastructure funds to local communities following major disasters. Following the 2015 and 2016 Floods, the GLO administered state-wide infrastructure programs, giving local governments in the impacted area the ability to seek funds for needed projects through a competitive application process.
