Texas Coastal Management Program Grant Application
The Commissioner of the Texas General Land Office is soliciting applications for projects that address environmental concerns and promote economic development within the Texas coastal zone. The Coastal Management Program (CMP) Grant Cycle 31 involves a competitive application process for applicants applying for either NOAA-funded or Gulf of Mexico Energy Security Act (GOMESA) funded projects. CMP Projects of Special Merit (PSM) are entirely funded with GOMESA funds.
Important Submittal Dates
CMP will begin accepting applications for Cycle 31 on March 1, 2025. Applications for NOAA-funded projects and GOMESA-funded Projects of Special Merit (PSMs) will be due by 5:00 p.m. on June 4, 2025. To be considered for funding, applications must be submitted electronically in the online application portal. Please note that pre-proposals for NOAA-funded projects are not required.
If a project is selected to move forward to development, the applicant will receive a conditional Intent to Fund notification in August 2025. The applicant will then be responsible for providing all required supporting documentation by November 12, 2025. If the applicant and CMP staff can successfully agree on a project scope, the applicant will receive a Final Funding Confirmation notice in early 2026.
2025 Grant Workshops
The CMP Cycle 31 workshops will be held in coordination with the Coastal Erosion Planning and Response Act (CEPRA) program. Workshop attendees will be given the chance to share project ideas with CMP and CEPRA staff and will receive insight and advice on how to best develop a viable project concept. Workshops will be held in-person and identical information will be shared at all workshops. Registration is required to attend the workshops. Registration for all workshops will close on Friday, February 28, 2025, at 5:00pm. Workshop registration links are shown below. Please note that food and beverages will not be provided.

COASTAL EROSION PLANNING RESPONSE ACT (CEPRA)
Applications considered for funding include studies and projects intended to address habitat restoration, coastal erosion, mitigate the effect of coastal erosion, or maintain or enhance beach stability or width.

Provides an overview of CEPRA project requirements, the application process, general instructions for completing the Coastal Resources Funding Application and guidance on how the application will be evaluated for consideration.
CMP and CEPRA Application Portal
This portal must be used to apply for all CMP and CEPRA projects. This portal includes the CEPRA application, the CMP NOAA-funded project application, and the CMP GOMESA-funded project (PSM) application. Applications must be completed in their entirety to be considered for funding.

GULF OF MEXICO ENERGY SECURITY ACT (GOMESA)
The Texas General Land Office oversees the administration and distribution of GOMESA funds to support projects that meet GOMESA authorized uses, Coastal Management Program (CMP) or Coastal Erosion Planning and Response Act (CEPRA) Program goals and objectives, and priorities identified in the Texas Coastal Resiliency Master Plan.
GOMESA Funding Policies and Guidance
Provides an overview of the policies associated with the administration and distribution of GOMESA funds, describes project and submission requirements and provides information on how projects will be evaluated for GOMESA funding consideration.
