2021 Winter Storms

The U.S. Department of Housing and Urban Development (HUD) allocated $43,632,000 in Community Development Block Grant Disaster Recovery (CDBG-DR) funding to the State of Texas in response to the 2021 Winter Storms (DR-4586) with an incident date of February 11-21, 2021.

Eligibility

HUD designated all 254 counties in Texas as eligible for the grant, but designated Dallas, Harris, and Tarrant Counties as most impacted, or “HUD MID Counties”. HUD requires 80% ($34,905,600) of the funds to be directed to the HUD MID Counties. Additionally, HUD requires at least 70% of the funds to benefit low- and moderate-income (LMI) persons.

2021 Winter Storms (DR-4586) counties designated as HUD Most Impacted and Distressed (HUD MID):

  • Dallas County
  • Harris County
  • Tarrant County

The state action plan includes the following:

  • $43.632 million allocation
  • At least 80 percent of the allocation must address unmet needs in the HUD MID counties.
  • At least 70 percent of CDBG-DR funds must benefit low- and moderate-income (LMI) persons.
  • The total allocation must be expended in six years.

2021 Winter Storm Programs

HUD MID Counties Program ($30.459 million):
Provides funding for infrastructure improvements and/or the rehabilitation, reconstruction, and new construction of affordable multifamily housing within the HUD MID counties. This program will allow for specific projects that target those areas most impacted across the respective counties. Included in these program funds are the Mitigation set-aside funds ($5.691 million) HUD provides for CDBG-DR grantees to mitigate against future similar disasters in the affected areas.

Fire Facilities and Protective Measures (FFPM) Program ($7.5 million):
Provides funding for disaster relief, long-term recovery, and restoration of fire protection facilities for the remaining 251 Secondary MID counties impacted by the 2021 Winter Storms. This program will allow for the recovery of fire protection facilities and allow for improvements and equipment, while also allowing for permanently affixed power generator public facility needs that are essential during winter storm events.
