Disaster Recovery Reallocation Program (DRRP)
The Disaster Recovery Reallocation Program (DRRP) is designed to utilize de-obligated and unutilized Community Development Block Grant for Disaster Recovery (CDBG-DR) funds to provide the opportunity for communities with outstanding unmet need to access remaining CDBG-DR funds. The funds are allocated through the U.S. Department of Housing and Urban Development (HUD) and therefore must adhere to federally mandated deadlines and policies.
Background
On September 3, 2024, the Texas General Land Office (GLO) posted amendments to six state action plans. Each of the amendments includes the new Disaster Recovery Reallocation Program (DRRP), which allows the GLO to utilize de-obligated and unutilized funds within each action plan. HUD has approved all action plan amendments.
The GLO created 6 different Disaster Recovery Reallocation Programs (DRRP) from Hurricanes Ike and Dolly (2008), 2015 Floods, 2016 Floods, Hurricane Harvey (2017), 2018 South Texas Floods, and 2019 Disasters CDBG-DR funds. Combined these 6 programs yielded approximately $140 million in available funds; however, the GLO received more than $1.4 billion in project submissions.
As of February 3, 2025 the GLO has invited all communities with projects that scored within the funds available at this time. The GLO will continue its efforts to find additional deobligated funds remaining from the grants. As more available funds are identified, additional communities will be invited to submit full applications based on scoring.
