Homeowner Assistance Program ($31.7 million): Provides funding for rehabilitation and reconstruction of owner-occupied single-family homes damaged by the 2018 South Texas Floods.

Homeowner Reimbursement Program ($3.47 million): Provides funding for eligible expenses and Small Business Administration (SBA) disaster home loans incurred by homeowners for repairs to a primary residence prior to application for these funds. Up to $50,000 per household may be reimbursed.

Affordable Rental Program ($10.11 million): Provides funding for rehabilitation, reconstruction, and new-construction affordable multifamily housing projects. The GLO allocated program funds to address unmet rental needs in counties impacted by the 2018 South Texas Floods. Maximum award is $10 million per development.

Infrastructure Competition ($19.69 million): The Infrastructure Competition will provide disaster relief, long-term recovery, and restoration of infrastructure for local communities. Each applicant may submit a total of two applications, whether applying as the lone applicant or jointly with another jurisdiction(s). Each application must consist of one project. Minimum award is $250,000 and maximum award is $1,000,000.

Local, Regional, and State Planning ($3.64 million): Provides funding for regional and statewide planning studies and tools that work to reduce risks and impacts of future disasters

The GLO is administering the Affordable Rental Program using CDBG-DR funds allocated to the state following severe flooding in 2018 and 2019, as well as Tropical Storm Imelda. This program provides for the rehabilitation, reconstruction, and new construction of affordable multifamily housing projects. The $41,660,000 million allocation managed by the GLO will reimburse eligible hard construction costs for the rehabilitation, reconstruction, and new construction of affordable multifamily housing developments.

2018/2019 Affordable Rental Program information

The 60-day application submission period has ended. Applicants were chosen by a competitive points-based system. The GLO anticipates announcing awards in late summer.

• Details on the division of funding by allocation are available in the 2019 State Action Plan Summary and the 2018 State Action Plan Summary.
• Developments must meet affordability requirements for 20 years after completion of new construction and 15 years after completion of repairs to ensure low-income citizens and families of Texas have a safe, decent, and affordable place to live.
• Public or privately owned multifamily structures and scattered sites with 8 units or more are eligible.
• At a minimum, 51% of the units must target residents with income levels at 80% or less of the area median income.
• The allocation maximum is $5,000,000 per award.
• Application acceptance period: May 1, 2021 – June 30, 2021.
• Project construction must be completed within 18 months of the effective date of the contract.

Infrastructure Competition ($19.69 million) 

The Infrastructure Competition will provide disaster relief, long-term recovery, and restoration of infrastructure for local communities. Each applicant may submit a total of two (2) applications, whether applying as the lone applicant or jointly with another jurisdiction(s). Each application must have a total proposed cost between $250,000 to $1 million. 

All activities must contribute to the long-term recovery and restoration of housing. The GLO recognizes that as part of a comprehensive long-term recovery program, the repair and enhancements of local infrastructure are crucial components. Infrastructure activities are vital not only for the long-term recovery and restoration of housing but for the long-term recovery and viability of communities. Applications were due at 5:00 pm on August 1, 2022.
