Homeowners affected by the 2018/2019 disasters who live in one of the following eligible counties are eligible for assistance: Cameron, Hidalgo, and Willacy.

Processing of submitted applications will continue in the order applications were received until available funds from the U.S. Department of Housing and Urban Development (HUD) are expended.

HARP helps homeowners affected by the 2018/2019 disasters repair and rebuild their homes. The housing program is administered by the GLO and provides homeowner assistance through:

• Repairing and rehabilitating homes
• Reconstruction
• Improving a damaged home so that it is stronger against natural disasters
• Elevating homes above flood level in conjunction with reconstruction assistance
• Temporary relocation assistance
• Reimbursement up to $50,000 for certain out-of-pocket expenses incurred for repairs including:
  • Reconstruction
  • Rehabilitation
  • Mitigation
  • Repayment of SBA loans

Rio Grande Valley Region: Cameron, Hidalgo, Jim Wells, and Willacy

Southeast Texas Region: Chambers, Harris, Jefferson, Liberty, Montgomery, Orange, San Jacinto

Status: The program is currently seeking additional applications in Cameron, Hidalgo, and Willacy counties with remaining available funding. The application for HARP is closed in all other areas. Processing of submitted applications will continue in the order applications were received until available funds from the U.S. Department of Housing and Urban Development (HUD) are expended.

 In addition to a main office in each region, each county had at least one application drop off location or pop-up office.

1. Program staff will follow up with the applicant within 7 days of receiving the application to request additional information, if needed.
2. Applicants will have 14 days to respond to requests for additional information.
3. Applicants will be notified of preliminary eligibility following complete application review.
4. An environmental review and damage assessment will be scheduled and conducted for the applicant’s home.
5. Once approved, a program staff member will let the applicant know the assistance that they qualify to receive, which may include the reimbursable amount, scope of work, and construction time frame as applicable.
6. When program agreements are signed, reimbursement will be approved and construction may begin as applicable and in accordance with the agreed upon schedule. For homeowners receiving construction assistance, it will likely be required that the homeowner vacate, and reimbursement funds won’t be received until construction is complete.
